Conservation Commission
Meeting
February 7, 2008


Peg Arguimbau Chairman, Stephan Glicken, Hank Langstroth, Stephen Cremer, and
Christine Turnbull were the members present.

8:00 p.m. Bill Matt – Variance request continuance for Lot 13 Drake Circle:

Due to the Applicant’s absence, the Commission agreed to continue the variance
request for Lot 13 Drake Circle, until further notified by the Applicant.

8:15 p.m. N.O.I. Public Hearing filed by Hanna Fadel, for the proposed construction of a
single family home and associated utilities and site work, a portion of which lies within
the outer riparian zone of Traphole Brook. The property is located at 320 Norwood
Street:
Abutter, Roger Morandi, appeared before the Commission to express his concerns for the
proposed project.
The Applicant, Hanna Fadel, was absent from the hearing. He previously contacted the
office of the Commission to request a new hearing due to improper abutter notification.
The Commission agreed to reschedule the hearing for March 6, 2008 at 8:15 p.m., and
suggested to Mr. Morandi that he attend the hearing to discuss his concerns for the
proposed project.

8:30 p.m. Ms. Audrey L. Greeley, 50 East Street in Foxboro met with the Commission to
discuss the boundary lines of county owned land that abuts the King Philip’s Rocks parcel:

Audrey L. Greeley appeared before the Commission to discuss the boundary lines of
the King Philip’s Rocks property. She explained to the Commission that her parcel abuts
county owned land. Approximately twenty-five years ago, 19 acres of her parent’s 21 acre
parcel was taken by Eminent Domain from Norfolk County. 100 acres of her neighbor’s
property was also taken by Eminent Domain. The County also obtained land in Sharon and
Mansfield by Eminent Domain. At that time, signs were posted to prohibit hunting on county
land. She is requesting more signs be posted by the Town of Foxboro because the one sign
remaining is not in good condition. The Norfolk County recently transferred the Foxboro
portion of their property to the Town of Foxboro Conservation Commission. Ms. Greeley
asked the Commission if a similar transaction took place in Sharon.  She is requesting boundary
line clarification from the Commission because she is concerned that hunters might be attaining
access to county land from East Street in Foxboro. Ms. Greeley explained to the Commission that
she notified the Foxboro Police Department during the Fall Hunting Season that hunting was
occurring on abutting county lands. She also believes that hunters are also trespassing through
Greeley’s Pond into Sharon property. Ms. Greeley presented the Commission with a copy of a letter
she received from the Foxboro Conservation Commission explaining that hunting has
recently been prohibited on all Norfolk County lands at Greeley’s Pond and a portion of
the Canoe River. Hunting is still allowed on Conservation Land bordering both sides of
Willow Street in Foxboro. The main problem in this area is identification of property
lines and the setbacks from residential areas. Ms. Greeley is proposing to submit a
Warrant Article for the upcoming Foxboro Town Meeting that would prohibit hunting.

Ms. Greeley explained that she was advised by the Foxboro Selectmen to meet with
surrounding communities and review their hunting regulations.
The members of the Commission explained to Ms. Greeley that hunting and trapping is
prohibited on all Conservation Land in Sharon, including the King Philip’s Rocks property.
The Commission explained to Ms. Greeley where the signs are located in Sharon that prohibits
hunting, trapping, and shooting activities. The Commission stated that hunting is only allowed
on private property in Sharon with permission from the property owner.
The Commission identified the boundary lines of county owned land abutting the King
Philip’s Rocks property and provided Ms. Greeley with a copy of a map for her records.
Peg said that she is considering contacting the Norfolk County Commissioner’s office to
discuss the possibility of transferring county owned land abutting King Philip’s Rocks to
the Commission.

9:00 p.m. Updates:

Commission Expense Budget
-The members of the Commission agreed that Peg and the Conservation Administrator
meet with the Finance Committee to request a Reserve Fund Transfer to secure funding
for the consultants to perform more work during the growing season on the Cedar Swamp
project.
- The members of the Commission agreed with the Conservation Administrator’s request
for the Finance Committee to establish a Conservation Revolving Account for the
management of the legal expense portion of the Commission’s budget.

Capital Expenditure Request
- The Commission agreed to request $156,000 for the acquisition of Mrs. Piona’s parcels,
contiguous to the Cedar Swamp.
